Audience
The course is aimed at managers, HSE managers, safety representatives, members of the working environment committee, HR and other key people who will plan, document and follow up systematically HSE's work in accordance with the Internal Control Regulations. It is also suitable for employees who will participate in mapping, risk assessment, deviation management and improvement work in enterprises in both the private and public sectors.

Learning objectives
Participants will gain insight into the purpose, scope and central roles of the Internal Control Regulations in the work of HSE. They will learn how an internal control system is built and adapted to the size, risks and needs of the business, including documentation of responsibility and authority. The course provides an understanding of how HSE objectives are translated into practical mapping and risk assessment with methods such as ROS, SJA and checklists, and how deviations are managed in a structured way to create learning and continuous improvement. Participants will also learn coordination in joint workplaces, preparation for supervision, common forms of reaction and how supervision can be used as a development tool.

After completing the course you will be able to

  • Explain the purpose and scope of the Internal Control Regulation and who is responsible in the work of the HSE.
  • Describe and establish key building blocks of an internal control system, including an overview of relevant laws and regulations.
  • Adapt the documentation and organization of the internal control system to the size and level of risk of the enterprise.
  • Document and allocate responsibilities and authority in a practical and understandable way, and ensure that this is communicated to employees.
  • Develop concrete and measurable HSE goals and make them known in the business.
  • Carry out hazard mapping and risk assessment, as well as create action plans with measures, responsibilities and deadlines.
  • Choose and use methods such as ROS, SJA and checklists in a way that is adapted to the complexity of the work and risk image.
  • Identify, document, analyze and follow up deviations systematically, and use deviations as a basis for improvement.
  • Explain how coordination works when multiple actors share a workplace, and what is required by agreements and follow-up.
  • Understand how supervision is carried out, what reactions can be given, and how lessons learned from supervision and audits can be used for learning and improvement.

This e-learning course provides an introduction to the requirements and working methods related to the Internal Control Regulations, but it does not replace the company's specific HSE work in its own operations.

In order for the training to be complete, the business and the participant themselves must do the following

  • Map your own work processes, hazards and risk conditions in practice and document this in your own system
  • Develop and maintain company-specific routines, checklists, action plans and deviation processes that are actually used in everyday life
  • Conduct the necessary practical training, exercises and internal training related to the company's equipment, work operations and risky tasks
  • Provide local grounding through the involvement of management, employees, safety representatives and work environment committees, as well as clear communication of responsibility and authority
  • Keep track of changes in relevant HSE legislation and update the internal control system when regulations, organisation or activities change
